Halsey Fischer has been the President and CEO of CBR since 1998. He is responsible for all corporate operations of the company, which includes nine regional offices and over 200 investigators throughout the U.S. CBR was one of the first investigative companies in the country to integrate website technology and investigative case management into its standard operational practice.
Prior to forming CBR, Mr. Fischer was the Senior Vice President of U.S. Investigations at Pinkerton where he was responsible for all corporate operations nationwide. Under his management, Pinkerton’s investigative division improved profitability by 15% via strategic reorganization, downsizing and by raising employee productivity goals and objectives. During Mr. Fischer’s tenure, Pinkerton Investigations improved their client retention rating from 6.4 to 8.4 (10 highest) through the successful integration of many new innovations.
Mr. Fischer began his career in the security-investigation field as the Group President of Security Consulting and Investigations at Business Risks International where he was responsible for all corporate operations nationwide and a 15-office network. As part of a profitable turnaround operation, he reorganized business procedures and reduced the number of offices to 15 from 19.
From 1977–1989, Mr. Fischer worked for Endata, a national company providing computer software, systems, and services through a network of 33 offices and several dealers. Mr. Fischer assumed progressively more responsible positions, including those in line management. As VP of National Sales and Administration, he successfully negotiated the largest contract in the company’s history with $18 million in new revenue and three new offices. He was also a member of the management team that coordinated a leveraged buyout from the parent company and subsequent initial public offering.
Mr. Fischer has an M.B.A. from the University of North Florida and a B.E. from Vanderbilt University, where he graduated Cum Laude. He served as a Lieutenant in the U.S. Navy.
